The Republic of Armenia has received financing from the World Bank toward the cost of the Fourth Public Sector Modernization Project (PSMP4), and intends to apply part of the proceeds toward payments under the contract for the Procurement of Microsoft Licenses and Related Services for State Government Entities. 2. The Office of the Prime Minister of the Republic of Armenia now invites sealed Bids from eligible Bidders for the Procurement of Microsoft Licenses and Related Services for State Government Entities, including Prime Minister's Office, the Ministry of Justice and Ministry of Finance and the State Revenue Committee. The procurement includes Microsoft 365 user subscriptions and additional security tool-set for the Prime Minister's Office, the Ministry of Justice, the Ministry of Finance, State Revenue Committee the Microsoft on-premises and hybrid licensing required for the target architecture, and related services including delivery, provisioning, configuration, migration, deployment, training, documentation and handover. 3. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated November 2020 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations. 4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 40%. and for Bid cost: 60%. 5.
